Overview

70% of medical decisions depend on laboratory results. Ensuring the quality of laboratory results requires the implementation of a sustainable Quality Management System. The Clinical and Laboratory Standard Institute (CLSI) plays an important role in developing standards and guidelines to help laboratorians worldwide with the implementation of quality management systems and best practices. 

In this workshop, CLSI and the National Reference Laboratory are collaborating to share knowledge and expertise with the Medical Laboratory community.

Mr. Ibrahim obtained his Bachelor of Science in Medical Laboratory Sciences from the University of Illinois in Chicago and his MBA in Healthcare Administration from the University of Phoenix in Fort Lauderdale, Florida, USA and he has worked in many hospitals in Chicago and the Miami area.Mr. Ibrahim’s experience also includes working as the QA/QC Manager (contractor) for the U.S Naval Medical Research Unit #3, QA/QC Manager for the U.S National Institute of Health, and International Program Manager with the Clinical and Laboratory Standards Institute (CLSI).In 2010, the American Society for Clinical Pathology appointed Mr. Ibrahim as the ASCP Lead Ambassador to the Middle East and Africa.

Patrick Mateta
Vice President, Global Health Partnerships, CLSI

Mr. Patrick Mateta is a medical scientist by profession who has had more than 25 years of working experience in medical laboratory field with increasing responsibility. Fifteen (15) of these years have been in laboratory strengthening activities from start-up research laboratories, fully-fledged multi-disciplinary research laboratories conducting clinical trials and medical laboratories implementing quality management systems to levels of accreditation to international standards. Mr. Mateta is a graduate of the University of Zimbabwe (Medical Technology), Nottingham Trent University (MBA) and University of Portsmouth (MSc in Strategic Quality Management). He is also a Certified Quality Auditor with American Society for Quality. Mr. Mateta has also studied Lean Six Sigma concepts and principles at Villanova University. Mr. Mateta has an in-depth understanding of ISO standards (mainly ISO 15189; 15190; 22870; 17011; 17043; 17025 and 9001), auditing and mentoring skills that are vital in assisting medical laboratories to implement quality management systems. He has mentored and conducted laboratory audits in more than 22 countries spread across four continents and has also facilitated in workshops that have trained 1000+ laboratory professionals. Mr. Mateta currently serves as the Vice President for Global Health Partnerships at CLSI where he oversees laboratory strengthening activities in more than 12 countries in four continents. He currently serves as a board member for African Society for Laboratory Medicine.

Khawla Mohamed Al Zarooni 
Head of Accreditation Section, Emirates International Accreditation Department

Khawla Mohamed Al Zarooni is the Head of Calibration Laboratories Accreditation Section in Emirates International Accreditation Centre since July 2020. After graduating from high school Sharjah, UAE, she earned a Degree in Medical Laboratory Technology from Sharjah University in 2006. Ms. Al Zarooni also earned a master’s degree in strategic management & Leadership from Skyline University. She started her working journey as a food chemist in 2007 in Dubai Central Laboratory, Food & Environment Testing Laboratories Section. Later in 2011, she has been assigned as the Head of Sample Management Team. Since 2015, Ms. Al Zarooni has joined Dubai Accreditation Centre (DAC, Later Known as EIAC) as Head of Registration & Training Office. During that period, she has been approved as a Team Leader in several standards such as ISO 15189 for Medical Laboratories & ISO/ IEC 17025 for Testing & Calibration Laboratories. Recently, Ms. Al Zarooni has been approved as ISO/ IEC 17020 Team Leader for Inspection Bodies. Moreover, she is approved to lead Forensic Field Accreditation Assessment according ILAC G19. 

Dr. Rana Nabulsi
Consultant, DHA

Dr. Rana is Consultant in Healthcare Quality and Corporate Head of Quality at Pathology and Genetics Department at Dubai Health Authority   Dr.Nabulsi is Fellow at American Collage of Healthcare Executives (FACHE) and the Chair of Advisory Board at American Society for Clinical Pathology (ASCP) in UAE. 

Dr. Nabulsi did her PhD degree in Quality Management and obtained her Masters in Molecular Genetics from Faculty of Medicine at Jordan University. Currently, Dr.Rana is doing her Global Executive Master of Business Administration (MBA) at INSEAD.

Dr.Nabulsi is Certified Professional in Healthcare Quality (CPHQ) and certified for Green Belt -Six Sigma (SSGB) by American Society of Quality (ASQ). 

Dr. Nabulsi has experience in leading Medical laboratories to achieve College of American Pathologist (CAP), ISO 15189, American Association of Blood Bank (AABB) accreditations and Excellence Awards.

Jonathan Harris
Senior Manager Point of Care Testing (POCT), National Reference Laboratory, Cleveland Clinic Abu Dhabi

Jonathan graduated from the University of Ireland, Galway in 1997 with a degree in Physiology and Biochemistry.  He obtained an honors degree specializing in Biochemistry with the University of Wolver Hampton in the United Kingdom a year later.

He began his career in Blackrock Clinic, the largest and longest opened private hospital in Ireland as a Medical Scientist in Immunology.

He diversified his interest and worked in Biochemistry for 5 years. He went on to study a Masters in Biomedical Science with the University of Ulster in Coleraine, Northern Ireland. He is a fellow of the Academy of Medical Laboratory Science in Ireland.

Jonathan is currently employed by National Reference Laboratory and continues to manage the POCT program at Cleveland.  Jonathan has produced a number of publications relating to POCT in journals and magazines. He is a regular contributor to conferences in the region. He has just completed a Masters in Healthcare Leadership and Innovation with the Royal College of Surgeons Ireland.
